Since 2007, Julie Roche has been advising on all issues relating to public procurement law and complex contracts
Her work mainly consists of identifying the legal structure and contractual arrangements relevant to the implementation of public projects (methods of implementation and management of facilities and/or services, setting up structures dedicated to projects, methods of financial assistance by local authorities), then assisting local authorities or their groupings during the recommended contract award procedures.
In particular, she is responsible for auditing, awarding, drafting, negotiating and executing public contracts (procurement contracts, public service delegation/concession contracts, partnership contracts, agreements for the occupation of public land.
She is regularly involved in the transport sector (urban transport, ski lifts, rail transport, ports).
She also works with economic operators to support and advise them during the public contract award procedures for which they are candidates.
She also advises public bodies (local authorities or their groupings, public establishments) on all matters relating to the protection, management and enhancement of their public domain.
She assists local authorities and their groupings in setting up and operating semi-public companies (SEM), local public companies (SPL) and single-operation semi-public companies (SEMOP).
