Government, public sector and communities

The law governing local authorities and their groupings has undergone many changes over the last ten years: Territorial authorities reform bill (RCT-Réforme des collectivités territoriales) of 16th December 2010, the Law for the modernisation of territorial public action and the assertion of metropolises (MAPTAM- Loi de modernisation de l'action publique territoriale et d'affirmation des métropoles) of 27th January 2014, Law regarding the new territorial organisation of the French Republic (NOTRe- Loi portant sur la nouvelle organisation territoriale de la République) of 7th August 2015, the Commitment and Proximity law (loi engagement et proximité) of 27th December 2019, etc.

In order to provide these local authorities and their groupings with high added value legal assistance in this constantly evolving legal context, Adaltys has set up an expertise centre dedicated to the institutional rights of local authorities and their groupings.

Adaltys advises municipalities, departments, regions, the Lyon Metropolitan Area, special-status local authorities, communities of municipalities, conurbation and urban communities, metropolitan areas, the special-status metropolitan areas of Greater Paris and Aix-Marseille, territorial public establishments located within the jurisdiction of the Greater Paris Metropolitan Area, intercommunal unions, mixed associations, metropolitan centres, territorial and rural balance centres (PETR- Pôles d’équilibres Territoriaux et Ruraux), and all other groupings of territorial authorities.
