The law governing local authorities and their groupings has undergone many changes over the last ten years: Territorial authorities reform bill (RCT-Réforme des collectivités territoriales) of 16th December 2010, the Law for the modernisation of territorial public action and the assertion of metropolises (MAPTAM- Loi de modernisation de l'action publique territoriale et d'affirmation des métropoles) of 27th January 2014, Law regarding the new territorial organisation of the French Republic (NOTRe- Loi portant sur la nouvelle organisation territoriale de la République) of 7th August 2015, the Commitment and Proximity law (loi engagement et proximité) of 27th December 2019, etc.
