Marwa MZATI holds a Master II degree and a PhD in Public Law specializing in Local Government Law and Local Constitutional Law. She joined Adaltys as a lawyer in January 2025.

Working alongside Simon REY, she advises on all issues relating to the functioning of local authorities and their groupings. For example, she assists public inter-municipal cooperation establishments in procedures for the transfer of powers, statutory changes, creation and dissolution.

Marwa MZATI has developed in-depth legal knowledge of local government law during the years she spent working on her doctoral thesis, particularly on issues relating to:

• Local constitutional, legislative and regulatory framework;
• The institutional framework of local authorities: organization of assemblies, elections, local civil service, distribution and exercise of powers, local regulatory authority, participatory democracy mechanisms, contractual mechanisms, local economic action, local public services, etc.

She also assists local authorities and their groupings in litigation and pre-litigation matters.

Similarly, it acts on all matters relating to general public law.
