Benjamin ACHARD has been a lawyer since 2014. He works on all issues related to the functioning of local authorities, their groupings, and their satellites. He has, for example, assisted municipalities and inter-municipalities in procedures for the creation, changes in status, and even dissolution, as well as in transfers of competences.
He has also developed a particular expertise on the question of the mutualization of means, whether in a public or private law framework, since he has implemented mergers of associations during the territorial reform.
In addition, Benjamin Achard has acted on behalf of local government consulting organizations (Territoires conseils, Hotlines juridiques), and in the context of permanent assistance missions.
In addition, his experience has been enriched by assignments concerning the areas of competence of local authorities, particularly in urban planning and the environment, or in water and sanitation, or in the management of local public services, particularly through public corporations.
Finally, Benjamin Achard lectures on the subjects of inter-municipal law and environmental law at the Jean Moulin Lyon 3 University and at the Institut de la Construction et de l’Habitation du CNAM.
