Through his experiences at the Ministry in charge of Relations with the Parliament and at the Federation of Local Public Companies, Etienne Westphal has developed specific expertise in the following areas:

– the legislative procedure, legistics, and regulatory work;
– the law applicable local public companies (Semi-public companies (SEM- Sociétés d’économie mixte) / Local public companies (SPL- Sociétés publiques locales), semi-public companies with a single operation (SEMOP), other public-private companies), and in particular SEMOPs, having notably participated in the drafting of the Federation of Local Public Companies’ guide on the subject.

Etienne Westphal joined Adamas in 2019 to put his experience and expertise at the service of the firm and its clients.

With his experience in supporting local authorities in their project to create local public companies, his training of elected officials and local authority employees and his involvement in ministerial cabinets, he has a legal, practical and political vision highly appreciated by public decision-makers.
